About the Role

As Staff Delivery Program Manager, you will own the operating rhythm, governance, and execution of complex delivery programs that connect recruiting teams, delivery partners, clients, and business leadership. You will turn strategic priorities into measurable plans, establish clear accountability, and remove constraints that affect quality, speed, and client outcomes. The role requires a senior operator who can manage interdependent workstreams, identify delivery risk early, and build systems that scale across contingent and permanent hiring programs. You will influence without relying solely on authority, align stakeholders around decisions, and use data to improve predictability and performance. Key Responsibilities

• Own end-to-end delivery governance for complex workforce programs, establishing milestones, decision rights, risk controls, and reporting that improve predictability and client confidence.
• Build the operating cadence across recruiting, delivery, and client stakeholders, converting strategic priorities into accountable plans with clear outcomes, dependencies, and escalation paths.
• Diagnose delivery constraints through performance data, root-cause analysis, and stakeholder feedback, then lead interventions that improve quality, speed, capacity utilization, and time-to-hire.
• Manage portfolio-level risks and dependencies, ensuring issues are surfaced early, decisions are documented, and corrective actions translate into measurable business and client impact.
• Create repeatable playbooks, dashboards, and governance mechanisms that standardize execution across programs while preserving flexibility for different industries and client requirements.
• Influence senior leaders and cross-functional partners through concise business reviews, evidence-based recommendations, and clear trade-offs that accelerate decisions and protect delivery commitments.
• Develop program managers and delivery leaders through coaching, operating standards, and feedback systems that strengthen accountability, leadership depth, and execution quality.

Essential Skills & Technologies

• Strong program management expertise across complex, cross-functional delivery environments, with the ability to connect operating plans, dependencies, risks, and business outcomes.
• Advanced capability in delivery governance, portfolio reporting, KPI design, root-cause analysis, capacity planning, and continuous improvement across multiple concurrent programs.
• Proficiency with program management and collaboration tools such as Jira, Asana, Smartsheet, Monday.com, Confluence, or equivalent systems used to drive visibility and accountability.
• Strong stakeholder leadership and executive communication skills, including the ability to align varied interests, resolve ambiguity, influence decisions, and manage escalations constructively.
• Practical understanding of recruiting, staffing, workforce delivery, or professional services operations, with an appreciation for quality, speed, compliance, and client experience.
• Data-driven decision-making skills, including the ability to define meaningful measures, interpret trends, and translate operational signals into prioritized interventions.
• Demonstrated ability to design scalable processes and operating models that improve consistency without creating unnecessary bureaucracy or slowing execution.

Additional Plus

• Experience leading delivery programs across contingent staffing, permanent hiring, recruiting operations, or other workforce solutions environments.
• Familiarity with inclusive hiring, accessibility, disability inclusion, or diversity-focused workforce programs and their operational implications.
• Formal program management certification such as PMP, PgMP, PRINCE2, SAFe, or an equivalent credential.
