About the Role
The Regional HR Manager – North Asia will be based in China and own the regional HR agenda supporting business expansion across China, Japan, and Hong Kong. Working closely with the RCEO and other senior stakeholders, this role converts regional growth priorities into workforce, talent, performance, learning, productivity, analytics, budgeting, and compliance plans. Success means stronger leadership capability, timely hiring, improved productivity, responsible people-cost decisions, effective talent outcomes, and reduced compliance exposure. The manager will combine strategic business partnering with disciplined local execution, using cultural intelligence, commercial judgment, and reliable workforce insights to build scalable HR practices across diverse markets.
Key Responsibilities
- Partner with the RCEO and senior stakeholders to translate North Asia expansion priorities into integrated HR plans, ensuring workforce investments strengthen growth readiness, capability, productivity, and financial discipline.
- Govern Talent Acquisition across China, Japan, and Hong Kong through clear standards, demand planning, and hiring metrics, improving quality, speed, workforce readiness, and regional talent alignment.
- Lead Performance Management through clear expectations, review disciplines, and accountability mechanisms, connecting individual contribution with measurable business outcomes across functions, teams, and markets.
- Build Learning and Development priorities around capability gaps, leadership effectiveness, succession needs, and future operating requirements, measuring impact through business performance and people outcomes.
- Improve regional productivity through organization design, workforce effectiveness reviews, role clarity, process discipline, and evidence-based interventions that increase output and protect employee experience.
- Own manpower planning and HR budgeting through forecasts, workforce data, cost scenarios, and governance reviews, enabling responsible resource allocation across the three markets.
- Establish HR analytics and reporting through dashboards and operating rhythms, giving leaders timely visibility into hiring, turnover, performance, workforce costs, productivity, and emerging regional people risks.
- Maintain HR governance through accurate application of employment laws, HR practices, employee relations principles, and statutory compliance requirements across China, Japan, and Hong Kong.
Essential Skills & Technologies
- Strong HR business partnering capability, advising the RCEO and senior stakeholders on workforce strategy, organization effectiveness, talent, and complex people decisions across diverse North Asian markets.
- Strong understanding of employment laws, HR practices, statutory compliance, and employee relations requirements across China, Japan, and Hong Kong, with sound judgment managing local differences.
- Practical expertise in workforce planning, manpower budgeting, scenario modeling, and people-cost governance, aligning regional resource decisions with business forecasts and financial priorities.
- Experience leading Talent Acquisition, Performance Management, Learning and Development, productivity improvement, and strategic HR initiatives with measurable organizational outcomes across multiple markets.
- Proficiency with HR analytics, dashboards, HRIS platforms, and reporting tools that convert regional workforce data into clear decisions, risk visibility, and executive action.
Additional Plus
- Experience supporting business expansion, organization scaling, or transformation across China, Japan, Hong Kong, or comparable multi-market environments, with evidence of repeatable people solutions.
- Strong cultural intelligence and communication skills, enabling effective collaboration with stakeholders and employees across different languages, operating styles, cultures, and expectations.
- Experience establishing regional HR governance, dashboards, and operating rhythms that improve decision quality, execution consistency, and visibility of people-related business risks.

- You are commercially minded, data-oriented, culturally intelligent, and comfortable balancing consistent regional governance with local requirements. You communicate clearly and discreetly, manage competing priorities, identify workforce risks, and deliver HR commitments accurately and on time.
